A lot of the characters walk around the Park these days to have picture taken with guests (a meet and greet type of a process) but back in the 60's they did a lot more riding on some of the rides and they would mingle with the guests.  It still happens once in awhile today but not as much.
Here is Alice and the White Rabbit enjoying the King Arthur Carousel.

The addition of the various characters throughout the Park is another one of the details that really helps to bring Disneyland to life.  It was one of the things that Walt Disney really wanted to see happen.  It certainly helps to keep the images of the characters in front of the buying public but it also helps to bring people more into the Fantasy Land that he created.
